FORMAL SESSION:

1. Chairman Raterink called the meeting to order at 7:00 p.m
2. A motion was made by Leerar, supported by VanDenBerg, to approve the minutes of the June 20, 2007 meeting.

3. Miedema Metal Building Systems – Special Use Permit

Chairman Raterink opened the public hearing.
Kevin Vreugdenhil of Miedema Metal Building Systems, Inc., 3309 Hudson Trails Drive, Hudsonville, MI 49426 presented the request for a Special Use Permit to allow for the following additional uses at 3303 Hudson Trails Drive in the I-2 Zoning District:

  1. Heavy Commercial Services
  2. Outdoor Storage of trailers and equipment area as shown on the site plan
  3. Warehousing

Two units on the west side have been sold. Height restriction of their equipment should not be an issue.Dan Strikwerda reviewed the standards for a Special Use Permit. This proposal matches the existing uses in that area. The uses will meet the nuisance criteria but are not light industrial. The property will be serviced with public facilities as necessary. The only proposed use that may cause adverse impact is “Outdoor Storage”. It is a small area that is proposed in the back that will not be visible from Hudson Trails Drive but will be visible from the highway. A 12’ height limit helps minimize the adverse impact. The storage area is small. Some of the open asphalt area is needed for semi-truck maneuvering. It will be an attractive building with many uses, which is a benefit to the City.
VanDoeselaar – Asked the approximate size of the storage area.
Strikwerda – The exact area has not been measured. It is the area between the parking spaces along the rear and the truck maneuvering area.
VanDenBerg – Asked what type of contractors purchased the two sold units.
Vreugdenhil – Flooring finishing and interior finishing contractors.
After all present were given the opportunity to speak, Chairman Raterink closed the public hearing.
A motion was made by TenHarmsel, supported by Leerar, to approve the Special Use Permit with the condition that storage be kept to a maximum height of 12’.

4. Manufacturers Supply Company – Special Use Permit

Jim Mol, President of Manufacturers Supply Company, 3127 Highland Drive, Hudsonville, MI 49426 presented the request to allow for warehousing at 4235 and 4236 Corporate Exchange Drive, which is zoned I-2. The company is a fastener distributor, and they propose to build a new Warehouse & Distribution facility at this address.
Dan Strikwerda reviewed the standards for a Special Use Permit. This business meets the Master Plan goal of high quality, light industrial and non-polluting businesses. The proposal matches the existing uses in that area. There is abutting residential land in Jamestown, but the trucking activity is inside the building. The property will be serviced with public facilities as necessary. One potential adverse condition is truck unloading, which will be indoors, but there will be minimal beeping when trucks back up. The loading docks face east and are about 270’ from the east lot line, which includes a wooded ravine. The building is also about 100’ from the south lot line with significant buffering being planted. This proposal will not cause additional public cost and will enable a business to continue being an asset to the community.
Chairman Raterink opened the public hearing.
Doug Becker, manager of the ValleyView Mobil Mart on 32nd Avenue, spoke in favor of this project.
Westrate – Asked if there were concerns with the traffic.
Mol – Yes. Has spoken with City officials. Proposed traffic lights should alleviate the problem.
After all present were given the opportunity to speak, Chairman Raterink closed the public hearing.
A motion was made by TenHarmsel, supported by VanDenBerg, to approve the Special Use Permit to allow warehousing at 4235 and 4236 Corporate Exchange Drive.

5. Manufacturers Supply Company – Site Plan Review

Chairman Raterink opened the public hearing.

Darrell Mason, architect with Century A & E, 168 Louis Campau Promenade, Suite 200, Grand Rapids, MI 49503, presented the site plan for Manufacturers Supply Company new 121,199 sq. ft. Warehouse and Distribution Facility. It will have 2 entrances, one for the office and one for the warehouse. The building will be 44’ in height. It was designed to minimize impact on the site due to the wetlands. They will use painted precast concrete. Landscaping issues were addressed.
Dan Strikwerda read a letter from Ike Koetje, owner of Koetje Properties Jamestown LLC, 4075 Marvista Ave. #101, Hudsonville, MI 49426 concerning Valley Vista Apts. in Jamestown, which backs up to the subject property. The letter had landscaping suggestions for the proposed site plan.
Dan stated this property is at the end of the Corporate Exchange Drive cul-de-sac. It is on 2 parcels that need to be combined. Wooded ravines provide the landscaping to the east and west. Buffering is being provided to the north and south with some plant types needing adjustment. They have regional stormwater detention for this area. A Soil Erosion Permit will be obtained from the County Drain Commissioner. They will work with MDEQ because of the creeks. There is a fire lane along the south side of the building. An easement will be required for the supplemental fire hydrant at the southeast corner of the property and the accompanying watermain. They have two driveways and will be providing the necessary frontage sidewalk that will be 8” thick through the driveways. The parking needs are met with space for deferred parking. It is going to be a concrete paneled building with the office area being glass. There will be vertical strips of blue concrete panels and windows to help break up the large walls. A parking lot grading issue was discussed. He then suggested conditions for approval.

After all present were given the opportunity to speak, Chairman Raterink closed the public hearing.

VanDenBerg – Asked if the blue panels featured were the only part painted.
Mason – No. The building will be painted an off-white. Because of the type of paint used the color should hold up well.
Westrate – Should we do something regarding the landscape buffering suggestions from Mr. Koetje?
Strikwerda – A condition could be added regarding a berm at the top of the bank. He is unsure of Jamestown Township’s requirements. There is no landscaping behind the apartments.
Raterink – Mr. Koetje could also add some buffering to his project.
Leatherman – Do we have a landscape ordinance?
Strikwerda – Yes.

A motion was made by Leerar, supported by VanDenBerg, to approve the site plan with the following conditions:

  1. Combine the two parcels for this project.
  2. Provide an AutoCAD version of the site plan.
  3. The berm along the south lot line shall be 3’ tall.
  4. Juniper bushes may replace berm by the Sugar Maple trees along the south lot line.
  5. Drive entrances shall meet MDOT Detail M drive requirements.
  6. Provide a 20-ft. easement for the 12-inch watermain from Corporate Exchange Drive to the end of the watermain in the southeast corner of the property.
  7. Provide cleanouts at 45-degree bends in the sanitary lateral running to the proposed building.
  8. A variance is needed for driveway spacing to allow for the easternmost driveway.
  9. Dan will work with the applicant to resolve landscaping and drainage issues.

VandeKopple site improvements – 3484 Chicago Drive

Dan Strikwerda stated that the VandeKopple’s want to add some lawn, landscaping, a ground-mounted sign, and to rearrange parking to improve appearances to their property at 3484 Chicago Drive. Jon VandeKopple mentioned that he sees this as an interim measure, given the development of the downtown plan. There is enough room for angle parking. Their desire is to eliminate the sidewalk in front of their building. Pauline Luben stated that the City is trying to achieve a walkable community. The general consensus was that the sidewalk must remain.
VanDenBerg made an informal motion to approve Dan’s black & white drawing, with the sidewalk remaining in place; supported by Leerar

Dan Strikwerda advised the Planning Commission that the plan for the proposed Summer Creek Condominium project was being re-worked and would be submitted at a later date.
