Downtown Development Authority

The Hudsonville Downtown Development Authority's (DDA's) purpose is to insure the correction and prevention of deterioration in business districts, the encouragement of historic preservation, the creation and implementation of development plans in the district, and the promotion of economic growth in the Downtown Business District.

The Tax Increment Financing District (TIF District) 

A specific district is laid out as part of the DDA plan.  This is the area in which the DDA operates, as well as the area in which taxes are captured.  You can see a map of this area here.

The Plan 

The projects that the DDA works on are directed by the Development and Tax Increment Financing Plan adopted in 2021.

Annual Reports:

  • 2022/2023 Fiscal Year:
    • Per the final June 30, 2023 audit, the TIFA had a fund balance of: $1,229,508 (non-spendable), $188,044 (unassigned), for a total of $1,417,552 unencumbered fund balance. There are cash liabilities of $6,436 adding to a total of $1,423,988 encumbered fund balance.
    • 2022-2023 Financial Report 
  • 2021/2022 Fiscal Year:
    • Per the final June 30, 2022, audit the TIFA had a fund balance of: $1,317,926 (non-spendable) and $56,359 (unassigned) for a total of $1,374,285 unencumbered fund balance. There is no encumbered balance.

  • 2020/2021 Fiscal Year:
    • Per the final June 30, 2021 audit the TIFA had a fund balance of: 1,482,532 non-spendable (land + prepaid) and cash liabilities of $49,916 (unassigned) for a total of $1,432,616 unencumbered fund balance. There is no encumbered balance.

    • Per the final June 30, 2020 audit the TIFA had a fund balance of: 1,482,748 non-spendable (land + prepaid) and cash liabilities of $54,530 (unassigned) for a total of $1,428,218 unencumbered fund balance. There is no encumbered balance.

    • Per the final June 30, 2019 audit the TIFA had a fund balance of: 1,482,718 non-spendable (land) and cash liabilities of $83,488 (unassigned) for a total of $1,399,230 unencumbered fund balance. There is no encumbered balance.

    • Per the final June 30, 2018 audit the TIFA had a fund balance of: 1,286,949 non-spendable (land) and 94,944 (unassigned) for a total of $1,384,893 unencumbered fund balance. There is no encumbered balance.

Annual Audits:

Current Priorities 

The work of the DDA aligns closely with the goals in the Imagine Hudsonville 2030 plan and the 2021-2041 Development and Tax Increment Financing Plan.

Currently, the DDA is focused on several key projects:

  • Redevelopment sites: The DDA has acquired a number of redevelopment sites and is currently working to build private/public partnerships that further the downtown development vision. 
  • Public Parking:  The DDA owns a large parking lot in downtown Hudsonville and maintains it for public parking in the community.  The DDA is currently working to identify additional opportunities to increase available parking in the downtown. 
  • Support of Festivals & Events:  The DDA contributes financially to support community festivals and events, including Happenings on Harvey, Concerts on the Green, Urban HayDay, Holiday Parade, Christmas Tree Lighting, and the Hudsonville Showcase.
  • Beautification:  The DDA financially supports several beautification efforts in the community, including the summer flower pot service, United States flags on Chicago Drive, Christmas decor on Chicago Drive and downtown, celery crosswalk paintings, and light pole banners.

To help meet the goals, the DDA commissioned the Gibbs Planning Group to conduct a detailed commercial market buildout analysis for Hudsonville’s downtown area.
